This study explores the progress of building organizational capacity in the development of Tourism Village. Using a descriptive research method with a qualitative approach, the investigation takes place in Pao Village, Tombolo Pao District, Gowa Regency. Primary and secondary data are gathered through interviews, observation, and documentation. Evaluating the capacity development of the Pao tourist village organization, following Grindle's concept (1997), the focus is on dimensions like incentive systems, personnel equipment, leadership, organizational culture, communication, and managerial structure. The overall findings reveal less than optimal results, with various shortcomings identified in each indicator of organizational strengthening.
